I accidentally read this before realizing it is the second in a series. In an alternate history a vampire haunts the streets of German occupied London and discovers the plot to reintroduce werewolves to the population. He tries to figure out a way to turn the young converts against their masters but finds Ruth is working on her own secret plan. He helps her in the way that he can and the book ends without us knowing if Ruth will be successful.
